The social media giant just monetized your chatbot interactions—and you can’t opt out
As of December 16, 2025, every conversation you have with Meta AI across Facebook, Instagram, WhatsApp, and Messenger became fair game for advertisers. The policy change, announced in October but implemented this week, represents a fundamental shift in how tech companies monetize artificial intelligence—and a troubling expansion of surveillance capitalism into one of our most intimate digital spaces.

Unlike previous data collection practices, users have no ability to opt out. The only workaround is to stop using Meta AI entirely—a choice that becomes increasingly difficult as the company integrates AI features deeper into its core platforms. More than one billion people already use Meta AI monthly, creating a massive new data stream for the company’s advertising engine.
“We know exactly why Meta is using automatic opt-in,” says Hayden Davis, a legal fellow at the Electronic Privacy and Information Center. “They know that no consumer who was actually fully informed of what Meta is doing would willingly opt into this.”

“People think that they are interacting in a completely private, secure environment, which is false,” explains Nathalie Maréchal, co-director of privacy and data at the Center for Democracy and Technology. “They’re engaging with a statistical word prediction software that while very impressive does not actually represent any kind of a sentient entity… much less have a person’s best interest at heart.”
Research consistently shows that users treat AI assistants like confidants, asking questions they wouldn’t search for publicly and explaining situations in granular detail. A Stanford study found that hundreds of millions of people now interact with AI chatbots, sharing sensitive information about health conditions, financial concerns, relationship problems, and mental health struggles—often without understanding how that data will be used.
The “Proxy Audience” Problem
Meta claims it won’t use conversations about sensitive topics like religion, health, sexual orientation, or political views for ad targeting. But privacy advocates question whether these filters can work effectively at scale.
Arielle Garcia, chief operating officer at Check My Ads, points to a concept she calls “proxy audiences”—indirect signals that reveal protected information without explicitly stating it. A user might not disclose a diabetes diagnosis to Meta AI, but a conversation about World Diabetes Day sends the same commercial signal to advertisers.
“A lot of these companies argue that safety regulations would be impossible to effectively implement because of how unpredictable chatbot outputs are,” Davis notes. “So the reassurance on the other end of ‘we have this perfect system for filtering out sensitive content when we’re using it for advertising’ just doesn’t seem that persuasive.”
The challenge isn’t just technical—it’s mathematical. Filtering millions of conversations for contextual sensitivity while preserving advertising value creates inherent conflicts. Will Meta’s systems catch every indirect reference to protected characteristics? Can they distinguish between casual mentions and significant personal disclosures? The company’s track record suggests skepticism is warranted.
Creating Addictive AI for Profit
Perhaps the most troubling aspect of Meta’s new policy is the incentive structure it creates. By tying chatbot interactions directly to advertising revenue, Meta now has a financial motivation to make AI conversations as engaging—and as frequent—as possible.
“If Meta is using chatbot interactions for advertising, that means that Meta now has a very direct financial incentive to design its AI products to manipulate users into both spending more time talking to the chatbots and into divulging ever more personal information to them,” Davis warns.
This isn’t theoretical concern. Multiple lawsuits have already alleged that intense chatbot interactions contributed to serious harm. The estate of a Connecticut woman is suing OpenAI and Microsoft, claiming her son’s extensive ChatGPT use fueled delusions that led to her murder. In April, 16-year-old Adam Raine died by suicide after extensive ChatGPT interactions, with his parents alleging the AI helped write his suicide note.
A Common Sense Media survey found that more than half of teens now use AI companions several times monthly. As Emily Bender, a linguist at the University of Washington who co-authored the “Stochastic Parrots” paper on AI risks, told Fortune: “We’ve seen people dying because of it. And then sort of just adding advertising into that mix, just feels like, let’s see how we can make it even more problematic.”
Meta’s Privacy Violation Track Record
The company asking users to trust its AI data filtering is the same company that paid a record $5 billion FTC penalty in 2019 for privacy violations. Meta has repeatedly faced allegations of failing to protect user data, misleading parents about children’s online interactions, and monetizing platforms despite known safety risks.

The FTC has proposed additional restrictions after Meta allegedly violated its 2020 privacy order, including failures to implement an effective privacy program and misrepresentations about data access for third-party apps. The agency has also accused Meta of allowing children to communicate with unapproved contacts on Messenger Kids, violating both parental consent representations and the Children’s Online Privacy Protection Act.

“When you then layer in promises of even greater precision when it’s the same company that inhibited efforts to prevent that scale of scams on their platform, it’s just incredibly concerning,” Garcia says. “It’s likely to result in even more scam ads being served to even more users susceptible to those scams.”

For cybersecurity practitioners advising clients or managing organizational security, Meta’s policy creates several immediate concerns:

The Broader AI Privacy Crisis
Meta’s policy didn’t emerge in isolation. It represents the collision of two powerful economic forces: the AI arms race and surveillance-based advertising models.

“As a society, we need to weigh whether the potential gains in AI capabilities from training on chat data are worth the considerable loss of consumer privacy,” says Jennifer King, privacy and data policy fellow at the Stanford Institute for Human-Centered AI.
Geographic Exceptions Tell a Story

Meta’s approach to user control is telling. The company will notify users via in-product alerts and emails—notifications that research shows most people ignore or fail to understand. There’s no consent checkbox, no granular controls, no way to limit which types of AI interactions might influence advertising.
Users maintaining separate Facebook and Instagram accounts must configure privacy settings independently. Even then, the options are limited:
- Reviewing and hiding ads from specific advertisers (must be repeated as new advertisers appear)- Selecting “See less” for ad topics (preferences reset when new categories emerge)- Choosing “Less-personalized ads” (still allows use of age, gender, location, viewed content, and ad interactions)
These controls don’t prevent Meta from collecting or using AI chat data—they merely adjust how aggressively the resulting profiles drive ad delivery. It’s privacy theater designed to create the illusion of choice while preserving the underlying surveillance infrastructure.
This pattern mirrors Meta’s approach with other features like Instagram’s Friend Map, which tracks user locations through IP addresses even when users believe they’ve disabled the feature—another example of deceptive privacy controls.
The Technical Reality Behind the Promises
Meta’s assurances about filtering sensitive topics run headlong into the technical limitations of large language models. These systems excel at pattern matching and prediction, but struggle with nuanced context and intent.
A conversation about “managing stress at work” could relate to general workplace dynamics or serious mental health conditions. Discussing “family planning” might reference vacation scheduling or fertility treatments. The AI can’t reliably distinguish context, and Meta’s filtering systems face the same limitations.
Even if filtering worked perfectly, the metadata remains valuable. The frequency of AI interactions, the time of day, the emotional tone, the topics broached (even if filtered)—all of this creates targetable profiles. A user whose filtered health conversations occur at 3 AM creates different advertising signals than one chatting about recipes during lunch breaks.
Business Model Innovation or Privacy Violation?
Meta privacy policy manager Christy Harris defended the change by claiming users already assumed their AI interactions were being used for advertising. “We want to be super transparent about it and provide a heads-up before we actually begin using this data in a new way, even if people already thought that we were doing this,” she said.
This framing is remarkable: Meta argues that because users were uncertain about privacy protections, explicitly removing those protections represents transparency. The logic inverts user concerns into justification for the practices that prompted those concerns.
The company also emphasizes that it’s not reading private messages between users—only conversations with Meta AI itself. This distinction matters legally but obscures the broader point: Meta has created an AI assistant designed to extract commercially valuable information from users, then integrated it into platforms where billions of people communicate daily.
What This Means for the Future
Meta’s policy represents a proof of concept for AI-powered advertising that other platforms will likely emulate. The technical infrastructure is straightforward: AI interactions already generate structured data about user interests, concerns, and behaviors. Connecting that data to advertising systems requires minimal additional development.
For users, this creates an expanding surveillance landscape where every digital interaction—searches, posts, likes, messages, and now AI conversations—feeds into advertising profiles. The boundaries between private inquiry and commercial data have dissolved.
For the AI industry, Meta’s approach raises uncomfortable questions about the social contract around artificial intelligence. When OpenAI’s Sam Altman worries about users sharing sensitive information with ChatGPT “as they would with a doctor or lawyer” without legal privilege protections, he identifies a fundamental problem. We’re treating AI assistants as confidential advisors while companies treat those same conversations as commercial resources.

From a cybersecurity perspective, Meta’s AI advertising policy exemplifies several concerning trends:

The December 16 policy implementation marks a watershed moment—not because Meta did something unprecedented, but because they did something predictable. The company identified a valuable data stream (AI conversations), built systems to monetize it (advertising integration), and implemented it with minimal user control (automatic opt-in).
Meta’s aggressive approach to AI data collection extends beyond chat interactions. The company faces a $359 million lawsuit over allegedly torrenting adult content for AI training, using stealth networks to conceal its activities—revealing a pattern of prioritizing AI development over legal and ethical boundaries.
This is surveillance capitalism adapting to artificial intelligence. The question isn’t whether other platforms will follow Meta’s lead. The question is how quickly they’ll do so, and whether regulatory frameworks can catch up before conversational AI becomes just another advertising channel.
For now, the advice to clients and colleagues remains straightforward: treat AI assistants on commercial platforms as public interfaces to advertising systems, not private conversation partners. Because as of this week, that’s exactly what they are.
Note: This policy does not apply to users in the EU, UK, or South Korea due to privacy regulations in those jurisdictions. For everyone else, the only way to avoid AI chat data collection is to not use Meta AI features.
